• Service: Clarity Global Compliance & Logistics provides Third Party Administrator services by entering the Return to Duty (RTD) test results into the Clearinghouse for non-owner operators.
• Consortium Services: The company does not provide Consortium services for owner-operators and does not administer follow-up testing plans.
• DOT Rule Change: DOT is now allowing non-owner operators to register as an owner operator for the sole purpose of obtaining the RTD. Upon receipt of payment, you will be walked through the re-registration process. Once your RTD is entered, the Clearinghouse will reflect: "Your record no longer prohibits you from operating a CMV." That advances you to Step #6, and under a follow-up testing plan. Your follow-up testing plan begins once you are employed as a CDL driver.
• Required Documents: You will need to provide a copy of your CDL, and your SAP will need to provide a copy of your SAP evaluation and recommendation, compliance letter and type of return to duty test indicated on your testing plan.
• Testing Process: Upon receipt of the required documents, plan, and payment, you will be sent to a testing site near you to obtain your observed return to duty test. This is a DOT drug test and all testing rules apply.
• Results: Typically, results are received between one to five business days. Once the negative result is received from the MRO, the company will enter the negative test date in the Clearinghouse immediately.
• Order Requirement: The test cannot be ordered until your SAP sends the compliance letter and type of RTD test to the required location.

• Fee Structure: I agree to pay $225.00 for a Return to Duty drug test and/or $75.00 for a Return to Duty alcohol test (if applicable).
• Non-Refundable: These fees are non-refundable once the service has been initiated.
• Positive/Substituted/Refusal: If the test result is Positive, Substituted, or a Refusal to Test, the result will be reported to the Clearinghouse. This will require me to restart the SAP process from the beginning, including a new evaluation.
• Incomplete Test: If the test is not completed within the allotted time frame or is cancelled by the collection site due to my actions, a re-scheduling fee may apply.

I hereby authorize Clarity Global Compliance & Logistics to accept funds via the payment methods provided on this website (including PayPal) for the services rendered. I certify that I am an authorized user of the payment method and will not dispute the payment with my credit card company or bank, so long as the transaction corresponds to the terms indicated in this form.

I hereby designate Clarity Global Compliance & Logistics as my Consortium/Third Party Administrator (C/TPA). Pursuant to 49 CFR § 40.311 and § 40.355(f), I authorize my Substance Abuse Professional (SAP) to transmit my compliance letter, testing plan recommendations, and the specific type of Return to Duty (RTD) test directly to Clarity Global Compliance & Logistics for the purpose of facilitating the testing process.
